Is this consortia as useful to those dealing with non-luxury clients?

It is a great consortia but being that most of the supplier partners are in the luxury segment if you are dealing with clients who don't travel at that level it may not really matter so much to you. That being said whomever your HA is also may have their own contracts with suppliers as well even though they are a Virtuoso member.
